The Hostname instead of CS1.6 Server used to be WCU 1.6 server
Like now it’s Counter Strike 1.6 Server
Type in amx_rcon rcon Hostname “name”
or just rcon Hostname “name”

I had the same problem, and it IS your graphics card. Just Unplug it- and plug it back in,a nd see what happens.. And also.. It could be you running to many programs while using CSS
