I’ve heard that no object can be propelled to the speed of light. I’ve also heard a theory that there is a parallel universe where objects cannot be slowed below the speed of light.

Rate of acceleration is 9.8 m/s/s (meters per second per second). Since water breaks apart during the fall it won’t accelerate to much beyond 9-10 m/s, which isn’t much, but you can make up for this with volume of water dropped. That’s how hydro dams work.
how about you put your portal hydro wheel electrical generator on a planet that has gravity X times more than earths. And while we are at it, add magical glow dust that surrounds the device to increase efficiency and produce quintuple the amount of energy. The magical glow dust actually is dried leprechaun midget juice, found on dumb*edited* mountain.
