I would suggest setting it for about 7-8 seconds then. On the other server, after you die there is the freeze frame then about 5 seconds before a respawn and that server is set to a 10 sec respawn.
As for the other map, we could easily just adjust the timelimit for the map upwards to about 45 mins per map as that would likely get through the whole rotation.
