Even the best TV capture cards for PC are very low quality and very CPU intensive. The quality is fine for the likes of youtube but anything higher than 480i is not common and definately isn’t possible when playing and recording on the same machine.
Seriously, just buy FRAPS. Even if you want a TV tuner you can’t get decent ones locally so you’re going to have to buy online anyway.
