You realize Vista has the option to do that itself without needing extra programs running.
The only program I’d ever recommend running between your OS and a network card is DXPORT.
Try turning the program off and see if you really get any more lag. If you’ve set your network up correctly I can promise you won’t.
If you’re getting choke try turning Vsync on. You mentioned you had 100fps which means turning it on would lighten the load on your computer and give you the same experience.
Ill do some more testing today and Ill check with some other servers 
although that would be a little hard as i only love WCU
