There is like one netbook out there where it MIGHT work and its the ASUS N10J with the geforce 9300.

Eventually when netbooks start coming out with the nvidia ION chipset, you might be able to play CSS at low quality settings.
Any computer (netbook or otherwise) running intel gma 950 absolutely cannot run CSS. End of discussion. If its any consolation, 1.6 will at least run on pretty much everything made within the past decade.
