Yeah, peoplesoft is a piece of crap. But personally, I think they use it because it sucks so much, so that it is harder for people to get placements in classes(so that enrollment gets spread out more evenly).
Seriously, Schedulizer is so much better. If only it could actually let you pick courses, etc…
