Here was my outlook for it.

1. Make a new class for ‘new’ admins that has more restrictions.

2. Set it up so that ‘standard’ admins can start map votes. (Map votes will be 4-5 maps w/ recent restrictions)

3. Cancelling votes will be impossible for any non-exec admin.

4. Admins may not ‘refuse’ votes. If it wins the vote, the next map goes.

5. Only ONE map vote by the admins can be started per map. RTV will require about 80% to start.
