There are several tools on Hiren’s that work really well for recovering files after a format. You might be able to recover the entire partition but if you’ve formatted and then installed again you’ll be lucky to get much of anything as it writes over the non-deleted data.
There’s nothing wrong with Windows. Keep in mind that it was working before you started tinkering with it. Linux is just as vulnerable to dual-boot screwups as Windows.
