Mine has dropped below twenty before. So, it should be possible.
As for the lag, I actually did notice it was a tad laggy when I played last night. And it really shouldnt be for me considering I average around 5 ping and am sitting on campus when I play. 
Not sure if that has any direct relation to everyone else’s lag though.
