You have to install MetaMod and then install ManiMod.

I downloaded “mani_admin_plugin_v1_1_0zh_cssource.zip” i go to “adminlist.txt” and add my steamid at the bottom like it says. then i go into the server i just made and go into the console and type “bind A admin” like it told me too, then close it and click “A” , notting happens all it dose is say unknown command. anyone know how to help me.? any other ways of making a server with admin plugin working.

For what its worth, there is an elite server here you can use to practice with. It’s usually empty.
