There’s not any way the team balancer is ending the round. It’s probably the latest valve update since it and the team balancer were applied at the same time. I’ve heard some mutterings that other servers have started doing it as well, and WCU is the only place running my plugin.
On the matter of the plugin, I am currently in the process of rewriting the switching part of it to make it smarter, so hopefully that will help when I’m done. It’s going to be a pretty large module so please give me a day or so to get it done, tested, and debugged.
