sorry dice? i think your confused on 2 counts.
i idled so the server would show up in the steam servers list since 99% of ppl filter to not include 0/24
also, apparently after the hats update you could idle to gain these items, as they were randomly assigned by time. (note my idle hours since this has updated, its 0fyi)

That blog post was actually made in response to a developer who made an idling program which allowed you to gain random drop items without actually having to be physically in a server. It “masked” you as if you were actually playing and you could gain items. So everyone that was using it had all of their items removed and also they came out with that new halo hat. IMO, it’s not really cheating; no different than the people who sit in idle servers to get the items. Only benefit is you don’t use as much resources running the program vs. being in a server.
btw, if you cloak as a spy and have the halo then it can still be seen.
