I have no idea what that is, but I googled it and wikipedia says it was done by Dec. 2007. I’ve only been here for the last two months, so I’m gonna say no. 
Edit: So I know what this is referring to now, but I didn’t know this was all done just recently (building the tunnel and the bridge and whatnot). I’ve never been here before they finished it. If it caused that many delays during construction, I’m glad I wasn’t.
