Actually the Sudan’s practically begged us to let them arrest and extradite him to a US allied country. They also offered a good bit of intelligence on Islamic Jihad, Hamas, and Hezbollah. From everything I’ve read, the Clinton Administration ignored the offer.
In 2000, we had predator drones flying over his camps and they have flight videos with Bin Laden in them. Cruise missiles work great for that sort of thing and considering Clinton said “We will use all the means at our disposal to bring those responsible to justice, no matter what or how long it takes” I can’t imagine why he wouldn’t have done so unless he really just didnt’ care. Gary Schroen, a former CIA station chief in Pakistan, said the White House required the CIA to attempt to capture bin Laden alive, rather than kill him.
I can tell you this, if Bush was told they had the location of Bin Laden, I don’t think there would be less than 5 cruise missiles launched.
