I’m not sure if it could be another setting within CS that is causing this or a setting elsewhere on my computer. The game runs smoothly and plays fine, part of me just says forget it, but the other part of me feels like I’m being cheated out of my 40 frames.

Leave it at 60. Your monitor probably can’t display anything over 60 anyway.
