Also id like to add. Most people like me, play in pubs to work on increasing my skill, timing, aim, and what to do when certain things happen. How can we do this if the most simple things (quickswitching) is banned? People have to work at what they do to get better. Just like if people cant quickswitch, hey practice, or if people cant bunny hop(im still working on it) 
practice that too.
