Keep in mind that Process Explorer isn’t the best program in the world, despite what campus IT claims. I would do some low-level digging with real Windows tools before flashing BIOS. Also update/reinstall your chipset drivers. If there was a problem with true hardware-level CPU interrupts it wouldn’t just be taking resources from one virtual CPU and leaving the other untouched.
